The International Fleet Edit

The International Fleet was an organization founded by in-game players Cheyenne and The Hegemon. Having it's roots in the Orson Scott Card series of novels, the International Fleet was dedicated to promoting peace and security to its members. With fighting being so expensive and police work done in-game, the IF took an economic approach to the game. It worked out a banking system and took many steps to benefit its members.

The International Fleet claim to have an efficient combination between democracy and monarchy, and was one of the most active organisations in the game. However, the International Fleet did endure the first month of the game. Leader and Founder, the Hegemon, announced the dissolution of the International Fleet on October 22nd. His farewell included a warning to other factions, stressing the importance of having clear, reachable goals.

Fleet Charter Edit

I. Preamble This charter is dedicated to providing a stable and helpful environment for the city of London. To protect the innocent and weak from the corrupt and criminal. We shall stand by our charter and those who have done no wrong in the prevention of crime. We also wish to make our environment into a new player friendly, helpful, and kind environment. We will stand by our ideals even when it is difficult for us to continue.

II. Definition of Citizenship and Membership

Citizenship and Membership are two different things. If one is a citizen one acknowledges the authority of the International Fleet Court and has the right to request the services of any public program. A citizen must apply on the IF forums. A member is a person employed by the International Fleet to provide services to the IF government or a division of the International Fleet. A member may not be part of another organization. A member also acknowledges the authority of the International Fleet and must also be an active and contributing member of the International Fleet.

Anyone who does not fall into either of these two categories is regarded by the IF as a member of the general public.

III. Rights of Citizens

1. All citizens shall have the right to speak freely on any topic with the following exceptions: - Slander and libel; false, malicious speech with the intent to damage the reputation of another. - Excessive swearing; the tasteless, unreasonable use of offensive language. - Identity theft; the impersonation of another player. - Spamming; excessive, unreasonable posting on the home forums - Assault; threats, bodily or otherwise, against the safety of any citizen or his or her nation; statements including threats to infringe upon the rights of any citizen or member protected by this document. -Should the government of a division or the IF infringe on these rights the victim has the right to request a hearing.

2. At no time shall the government infringe upon the right of the members to assemble peaceably and to associate freely with any individual or organization, with the following exceptions: - Hostile organizations -A group or member who/which has the purpose of overthrowing of the government; or conspiring to break the law or violate our Constitution. -Criminal Organizations -Organizations or persons who have broken a law(s) and have not paid for it.

3. All citizens may freely be part of any other organizations, with the following exceptions: - Hostile organizations -An organization, which has the purpose of overthrowing of the government; or conspiring to break the law or violate our Constitution. -Criminal Organizations -Organizations or persons who have broken a law(s) and have not paid for it.

4. Any citizen has the right to terminate their citizenship at any time.

5. All members have the right to practice any religion and be of any political party.

6. All citizens shall have the right to bring suit against any member, citizen, or against the government.

7. In all criminal and civil prosecutions, the accused shall enjoy the right to a speedy and public trial, to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him or her; to have compulsory process for obtaining witnesses in his or her favor, and to have the assistance of counsel for his or her defense.

No citizen shall be held to answer for any crime without being presented the charges against him or here; nor shall any citizen be compelled to testify against his- or herself; nor shall any citizen be deprived of his or her property or liberty without due process of the law, unless the three executive offices deem the accused a flight risk (meaning the person being tried might flee) or is a danger to the community (meaning the person is dangerous and must be detained while the trial is underway.

8. Each citizen has no vote in the governmental policies.

IV. Rights of Members

1. 4. All members have the right to practice any religion and be of any political party. At no time may the government infringe on that right. The government of the IF may not also pass discriminatory policies.

5. All members shall have the right to bring suit against any citizen, member, or against the government.

V. Rights of The General Public

1. The right to request membership or citizenship.

2. The right to request protection from criminal organizations.

3. The right to have access to the headquarters of the International Fleet (the forum).

VI. The Government of the IF

To govern the International there shall be three executive offices. The Hegemon, The Polemarch, and The Strategos. There shall be one court and the responsibilities and obligations of these positions shall be outlined in the next section.

VII. The Hegemon's Office 1. This office has the following responsibilities: -The Policies of the International Fleet -Statements to the CyberCitizens World. -Foreign Affairs

2. Powers -The emergency creation of divisions (must inform the Strategos and the Polemarch once the division is created). -The Proposal of treaties with other organizations.

3. Election

3.A An election for the position of Hegemon happens if the following is true: - The Hegemon has been inactive without leaving behind an explanation for more than one week. If the Hegemon gives a notice to why he will be inactive he may be inactive for one month. -The Hegemon has been impeached by both the Polemarch and the Strategos and the public has voted in favor of the impeachment.

3.B Eligibility -Only a member who has been part of the IF for 1 month may be eligible for election to that position. -Only a member who is active and has had over 200 posts on the forums is eligible. -Only a member who is of the rank of Rear Admiral or higher is eligible. -If the Supreme Court unanimously finds a candidate unworthy of office that candidate will automatically be removed from the ballot. -The Supreme Court may not remove an individual if there are three or fewer people running for the position of Hegemon.

3.C Victory -A simple majority is required for a candidate to become The Hegemon

4. Term -The Hegemon's term is indefinite if he/she is not removed from office.

VIII. The Strategos 1. This office has the following responsibilities: -The Military Defense of the International Fleet -The management of external threats -The safety of all IF members and citizens

2. Powers -The Strategos has the power to award ranks upon members. -The Strategos can also create a military division in times of need to defend the International Fleet.

3. Election

3.A An election for the position of Strategos happens if the following is true: - The Strategos has been inactive without leaving behind an explanation for more than one week. If the Strategos gives a notice to why he will be inactive he may be inactive for one month. -The Strategos has been impeached by both the Polemarch and the Hegemon and the public has voted in favor of the impeachment.

3.B Eligibility -Only a member who is active and has had over 200 posts on the forums is eligible. -Only a member who is of the rank of Rear Admiral or higher is eligible. -If the Supreme Court unanimously finds a candidate unworthy of office that candidate will automatically be removed from the ballot. -The Supreme Court may not remove an individual if there are three or fewer people running for the position of Strategos.

3.C Victory -A simple majority is required for a candidate to become The Strategos.

IX. Polemarch 1. Responsibilities -The Polemarch is in charge of managing the fiscal situation of the International Fleet. -The Polemarch is also in charge of the budgeting of funds to divisions in the International Fleet. -The Polemarch is required to post all transactions in a publicly reachable area. If the Polemarch does not do this, it is grounds for impeachment.

2. Powers -The Polemarch has the power to allocate funds for the International Fleet. -The Polemarch has the power to remove ranks (if the Hegemon agrees) from members.

3. Election

3.A An election for the position of Polemarch happens if the following is true: - The Polemarch has been inactive without leaving behind an explanation for more than one week. If the Strategos gives a notice to why he will be inactive he may be inactive for one month. -The Polemarch has failed to perform his/her responsibilities as out lined in section 1.


3.B Eligibility -Only a member who is active and has had over 200 posts on the forums is eligible. -Only a member who is of the rank of Rear Admiral or higher is eligible. -If the Supreme Court unanimously finds a candidate unworthy of office that candidate will automatically be removed from the ballot. -The Supreme Court may not remove an individual if there are three or fewer people running for the position of Polemarch.

3.C Victory -A simple majority is required for a candidate to become The Polemarch.

X. The Supreme Court

The Supreme Court is the judicial body of The International Fleet. Its decisions are final, unless the Supreme Court did not follow proper procedure or infringed on the rights or members to make its case. Under such a situation the accused person can request an Appeal.

The Supreme Court is made up of five members who must be active. Justices are appointed by The Hegemon, The Strategos, and The Polemarch. All must agree on a candidate for that person to become a justice.

Any member who is not being tried for a crime may propose the impeachment of a justice. All members may vote whether or not to remove said justice from office.

An appeal basically means a restart of the trial. The whole thing is done again.

The Supreme Court has the following responsibilities: -The elimination of unworthy candidates as outlined in previous sections. -Presiding over trials -All of the responsibilities outlined in the following section.

XI. Supreme Court (cont.)

1. The Supreme Court shall have original jurisdiction over all court cases, including but not limited to: - Criminal cases, involving crimes against the Federation and its constituents. - Arbitration cases, involving torts and other disputes between individuals. - Constitutional cases, involving questions of the constitutionality of bills or actions of government officials.

2. The Supreme Court reserves the right to establish separate courts based upon jurisdiction. -The Supreme Court reserves the right to establish and amend court procedure and rules of order and conduct for the Court, and any courts that may be created in the future. However, all procedure must be cleared by the Hegemon, the Polemarch, and the Strategos.

2. Principles of the Court

- No individual shall be tried in court with respect to actions committed before the actions were made criminal, whether by legislation or by court precedent. - No individual may claim immunity by reason of official title or office, whether elected or appointed. - All individuals charged before the Federal Court shall be entitled to a maximum of two other individuals to act as his or her defense counsel. - No individual criminally charged before the Federal Court shall be compelled to testify against his or herself. - In all criminal cases, the accused shall be presumed innocent until proven guilty. It is the responsibility of the prosecution to prove the accused guilty; it is not the responsibility of the accused to prove his or herself innocent.

3. Supreme Court Justices

-The Justices (Judges) that serve on the supreme court are appointed by the three executive offices -The Justices can be removed from office if 70% of the International Fleet finds the candidate unworthy of office. -All Justices must have no criminal record to be eligible. -The Justices act as judges and (collectively) juries on cases

XII. The District Attorney 1. Responsibilities -To prosecute criminals in criminal cases -However the DA will not be active in any civil cases. In a civil case (one person against another) the accusing person must prove his/her case.

2. Election

-The DA is elected by all members of the IF. -Every two months a new DA will be elected.

XIII. Amendments

1. Amendments to the Constitution require a supermajority (66%) of votes to pass, and will take effect immediately. Once an amendment passes, the Hegemon will add it to the Constitution in the appropriate place. 2. The Supreme Court Justices (collectively) may at any time denounce a proposed amendment as against the spirit of the law. If he or she does so, the Assembly may pass the bill with a three-fourths majority vote.

XIV. Divisions

1. Definition of a Division

-A semi-separate organization that serves the IF. It provides unique services to the IF and is autonomous in its government. No outside force may determine the government of a division.

2. Creation of Divisions

-Each division can be a separate organization that has been merged into the IF or a suggestion by a member of the IF. The Division has to be approved by all the officers of the IF before it becomes a sanctioned division. Any member of the IF can propose the creation of a Division. -If an organization mergers into the IF it is automatically a division, unless there is another division that offers the same services. In that case the two divisions will be merged together

3. Divisions have these rights: It's own government. It's own charter. Leave the IF at any time.

XV. Citizenship

Any member of the public who has not committed a crime may apply to become a citizen. Citizenship means that said person is not a member of the faction proper, but has access to the services of the IF. The IF has the right to:

Terminate Citizenship at any time Refuse services Charge money for a member of the public to hold citizenship.

The IF is not responsible for the actions of those who hold citizenship. Any person who becomes a citizen must take an oath never to hold the IF accountable for his/her actions.

XVI. Ranks

1. Divisions of Rank -There shall be three classes of ranks -Enlisted, Officer, and Commander

2. Benefits of Ranks -Access to more sensitive areas -(command rank) Command of a group of men -(officer rank) serving under a commander and managing a smaller group -(enlisted rank) There are no benefits to this rank, other than those rights that are guaranteed to all members.

3. Promotions -Promotions are given out by The Strategos -Promotions can be repealed or blocked if both The Hegemon and The Polemarch agree -Promotions are to be given to those who serve the IF beyond the normal call of duty and honor

4. All ranks must be posted in a persons profile at all times.
